Gill in Street Fighter III: playable or not, depending on the version?

1. Street Fighter III: New Generation
- Arcade (original release): Gill is only the final boss and is not normally playable.

- Arcade: Gill is still a non-playable boss.

Why is it so complicated?
Gill is designed as an intentionally unfair final boss: extremely strong, with unique abilities (fire + ice, resurrection).
